This project arose out of the Children's Identity and Citizenship in Europe (CiCe) project. A group of six European Universities jointly developed an open-learning MA in Citizenship Education in Europe, with financial support from the European Commission to develop the curriculum for the course.
The development was linked to both the Bologna Process (to create a European Higher Education Area) and the development of Erasmus Mundus, a European Union programme to recognise and support particular joint MA programmes.
A consortium of six Universities developed the degree, with some modules developed in association with 18 other Universities, in different countries: this gave a wide range of experience and expertise, though only the core six institutions are responsible for the delivery of the degree.

The proposed course ia aimed at graduates with professional experience in working with children and young people, who wish to develop their knowledge and expertise in citizenship education in the European context.
The project ran alongside the CiCe Network (also co-ordinated by IPSE).
