Commissioned by the Department for Education and Skills, this study explored the impact new measures at local level have upon the ability of early years professionals to effectively manage their setting.
Each Local Authority in England must employ a Business Support Officer who is charged with developing, coordinating and delivering a programme of business support to early years providers. In order to assess the impact the officer and the associated programmes had at local level, five case study authorities were invited to participate, and a comparison of the different approaches taken to delivering business support was investigated.
