Published by the Council of Europe in December 2006, The Right to Life: A guide to the implementation of Article 2 of the European Converntion of Human Rights, is the eighth in a series of guides, which covers a wide range of topics from abortion and euthanasia to the use of force by law enforcement agents and the application of the Convention to killings in time of war. It is designed to help judges, prosecutors and lawyers from the Council of Europe's 47 Member States implement the European Convention of Human Rights.
To coincide with the UK launch of the handbook, HRSJ hosted an evening discussion on the legitimacy of the use of lethal force by the state, with guest speakers John Wadham (then, Deputy Chair of the Independent Police Complaints Commission) and Halya Gowan (Deputy Director of Amnesty International, for Europe and Central Asia).
John Wadham, welcomed the handbook and described how some of the standards outlined in it derived from cases in which Douwe had acted as counsel for the applicants.
