Honouring of obligations and commitments by the Russian Federation
This PACE information note of 30 March 2009 reports on Russia's fulfilment of its obligations to the Council of Europe. Although there has been "measurable progress" on electoral laws, media pluralism, relations with civil society and the functioning of the judiciary and prosecutors' office, further reforms in all these areas are required. However, the report states that it is "not acceptable" that Russia is the only Council of Europe member state that has not ratified Protocol No. 6 abolishing the death penalty in law, in clear contradiction to Council of Europe principles. The report also urges Russia to ratify Protocol No. 14, streamlining the work of the European Court of Human Rights.
