Implementation of the EIDHR - The Example of EHRAC's Work in Russia/Chechnya: Report to the European Parliament's Subcommittee on Human Rights
On 11 September 2006 Philip Leach, EHRAC's Director attended a meeting held in Brussels by the European Parliament Subcommittee on Human Rights. The aim of this meeting was to discuss the proposed new European Commission financing instrument for the promotion of democracy and human rights. This instrument is intended to replace the current European Initiative for Human Rights and Democracy (EIDHR) and like its predecessor will have the specific mission of assisting the meeting of EU policy objectives regarding the promotion of human rights and democracy in external relations. It is proposed that the new instrument will be effective from 1 January 2006 to 31 December 2013.
EHRAC was founded with a three-year grant under EIDHR, which came to an end in March 2006. The European Commission's end of project monitoring report awarded EHRAC the top rating (A) for project implementation, effectiveness, impact and sustainability. As such Philip Leach was invited to give a presentation to the meeting on the work of EHRAC as EIDHR's number one success story.
