IntroductionIn recent years there has been a rapid expansion of student numbers in higher education in many parts of the world and we have seen rapid developments in communication and information technologies. These events have been accompanied by changes in our approaches to learning and teaching from the more conventional and traditional and have led to a change in the nature of educational resources and resource provision. As a consequence there is now a much greater emphasis placed on resource based learning (RBL) and all that this entails. RBL requires that the design, delivery and management of courses exploit a variety of learning resources, including print- and electronic-based materials (the web, etc.), so that they support student learning more effectively than in more conventionally designed courses. It involves changes in the way in which libraries are designed and used and the development of new relationships between staff and students, between teaching and support staff and between the students themselves.
